Parent has Visa - PR in progress - Can they travel to Canada? Will they get OHIP?

Hi,
My mother's PR is in progress. I applied in 2018. Medical has been received. They asked me to pay the Right of PR fees and some more documents that I provided. What is the next step here?
She already has a Visa valid till 2023. I think she can travel on that Visa? Can they continue the process while she lives with me? Can she get Ontraion OHIP since her PR is in progress,..

If she has vistor visa, she can travel to visit you any time. She will not be covered by OHIP while waiting for PR to be approved. She needs to get travel health insurnace to cover emergency care while visiting you. And that doesn't cover any routine care.
