Parent accompanying minor student.

Can anyone tell if parents are allowed to accompany their children who are on study permit. My senior brother wants to come to Canada but will not qualify under any category, so he is thinking about enrolling his two children as international students and then accompany them as parent. BTW, one of them is 14yrs. He asked me if that was viable but I could not answer him because I did not know. Seniors, can any shed some light.

It is extremely rare that CIC/CHC would allow the parent to reside in Canada while the child attends school. Most minor children are required to have guardians appointed in Canada.
