paper based provincial nominee program

I am the primary applicant and only the applicant to be processed. I applied for canadian pr through paper based provincial nominee program (employer based program northwest territories) and got passport request from cic but my work visa expired a while ago and i had to come back to india. so, now can i send the passport to canadian high commision in india or do i have to send it to the office in ottawa. Hi Anees, sorry to hear about your situation. I am curious to ask when did you apply for your paper based application and under what nomination. Once applied, after how long did they reply for requesting passport? Please inform. Thanks
