Paper application_passport printing advice

For paper application, Do I have print 2 pages of passport on one A4 sheet or just one page of passport on one A4 sheet.
For ex. a passport with 36 pages, can I print it on 9 sheets or it has to be on 18 A4 sheets.

Print two pages of the passport on one side of the sheet. Use only one side of the sheet to print the passport copy. Do not print on both side of the sheet.
So, to print a 36-page passport, you will need 18 pages with one-sided printing.
