Pakistan HEC Degree Verification - Step 1 - Attestation

Hi, I've taken an independent decision to apply for immigration. Little did I know that this ECA thing would be so complicated. I'm sooo glad I found this forum! ;D

Step 1 seems to be getting my O & A levels attested by the Karachi British Council (required for step 2, getting eqivalency from the local board).

Can anyone guide me about this? The British Council site has two services. 1) verification 2) certification.

Which of the two should I apply for if the purpose is to obtain equivalence from the local board?
