PAFSO strike and its impact on visa issuance

I had applied for a temporary work permit in May 2013 and my file got stuck in strike logjam. I waited for almost 04 months period against the revised processing time of 03 months. Then I sent a mail to Chandigarh (Visa) office for the status update. But to my utter surprise, they refused my application on baseless grounds and sent back my passport within 05 days.
But the most irritating part of file rejection is that the concerned officer just rejected the file without any enquiry about my work experience. I have 05 years of experience with the Armed Forces and 07 years experience with a reputed Bank in India. It is very disheartening and irritating to see such a rejection when you are unnecessarily being doubted on truthfulness. I had attached all the relevant documents in this regard.
Now what I sense is that the officer has not done any justice to the task assigned to him. He has just refused the file to decrease his workload.
Is there any way to address such an issue wherein the visa officer has misused his powers to unnecessarily throw his weight around and refuse a file without proper investigation. Visa or no visa; I just cannot digest someone pointing to my integrity and truthfulness with no reasons.
Can we appeal in such a scenario to know the truth?
