Is it possible for someone to apply for *OWP with Inland* Spousal Sponsorship*
Even though she have got the Post-Graduation Work Permit (PGWP) almost 10 years ago and which is expired.

A PGWP is a type of OWP. It doesn't mean you can't later apply for a different kind of OWP.

Meaning in the near future if she want to, she can apply for *OWP with Inland* Spousal Sponsorship.

For the Post-Graduation Work Permit (PGWP), you only able to apply once in your life right?
Since she are consider to come back to Canada for further study,

Yes, you can only get one PGWP in a lifetime. That doesn't mean you can't apply for another type of OWP if eligible. After becoming a PR she can attend any school she wants.

Your question has already been answered. a PGWP and an OWP are two different things. Yes, she qualifies for an OWP with an inland app.
