OWP while awaiting PR?

I’ve tried to do my own research on this topic, but I keep finding different answers everywhere I look.

I’ve applied for PR through family class (spouse), still awaiting my AOR.

Am I able to go stay with my husband in Canada as a visitor, and apply for an OWP while waiting for my PR status to be approved? I already have an unofficial job offer from my mother in law.

I’ve seen so many yeses and nos, my head is spinning. Does anyone have a concrete answer?

You don’t have AOR so cannot apply. And you are not in Canada either. Job offer is not relevant. Come to Canada, wait for AOR and apply for OWP. Processing for OWP is around 6 months.
