Thought I'd share my timeline so people can find it easier.
I fell out of status November 14, 2018.
I applied for restoration the week after.
Dec 14th I sent my inland PR + OWP#1 while still out of status. I was told by several agents that my restoration app would be seen by the agent processing my OWP and my OWP would be processed regularly.
January 25, my visitor record was restored for 6 months (yay). Almost 10 weeks processing for my restoration application.
So I submitted a SECOND OWP application because I regained status. I submitted a second because I learned my OWP wont be processed while I am without any status(I didnt have implied).
Less than 3 months after my OWP#2 was submitted, I received an update "started reviewing eligibility". 24 hours later i was approved for my OWP#2!
I will send a request to withdraw my first OWP(received with PR).
This shows how processing times can vary as the OWP#2 I sent 6 days after status restoration was processed faster.
TL;DR
An OWP I submitted without my PR was processed within 3 months.
