I have applied the OWP through HK pathway stream B. But I got rejected.
I just wonder if OWP can only apply once? ( I had PGWP before around 2018-2019.

Not sure who is fox.

You can only apply for PGWP once. BUT HK Pathway is a different stream. You should find out why your application is rejected.

Immigration and Refugee Protection Regulations. Your prospective employer is responsible for
obtaining a valid Labour Market Impact Assessment and Confirmation from Employment and
Social Development Canada.

So it sounds like you didn't provide the right or enough evidence to show that you qualify for the HK program.

They don’t need much evidence for hk pathway. Just a hk passport and a sentence on the form that Indicated I am under stream B. I have followed all the guidelines on the website.
I think the officer had assumed me have a LIMA.
So I just wonder if I fill out the form wrong?

I am not familiar with the forms for HK pathway. But it does appear that the officer didn't think that you are applying under HK pathway.
He is looking for normal closed work permit with LIMA.

I assume that you have included the following form in your application.

If you’re applying under stream B (Canadian work experience)

• Schedule 7B – Permanent residence pathways for Hong Kong residents: Stream B – Canadian work experience [IMM 0136] (PDF, 1.5 MB)

My suggestion is to reach out to groups like Hong Kong Watch for help? They are more familiar with this pathway.
