No. This has been explained to you before. Not sure what is confusing and why you are asking again.

Simply applying is not enough. You have to be selected, submit your complete application and receive AOR in order to qualify for an open work permit. In some cases you also must already have a valid work permit.

Taking Express Entry for example. Entering the Express Entry pool is not enough to qualify for an open work permit. You have to enter the EE pool, receive ITA / be selected based on your points, submit your complete application post ITA to IRCC and also receive AOR before you can apply for an open work permit.
