Overstayed in US, visiting or immigrating to Canada

Hi,
If a person overstayed their visa in the US and apply to Canada as a skilled worker would he be granted permanent residency in Canada? And if a person overstayed their visa in the US but wants to apply for a visitors visa what shoud she do?

Any replies much appreciated!

1. If they were ADMITTED to the US initially for 1 year, then they can apply for PR to Buffalo.
2. With no status in the US, a visitor visa (TRV) is extremely unlikely as Canada will take the attitude that you violated your status in the US, you have no ties to the US, why wouldn't you overstay in Canada?

Thanks for your advice. This friend of mine after overstaying for a number of years have applied to come to Canada as a skilled worker. She has stayed in the US legally for only 1.5 years. Since she applied to Canada and now she goes to her home country what would happen to her application? Does she need to re-apply from the home country? Or is it advisable to stay on in the US for the duration of time until the Canadian interview? And realistically what are the chances of her getting the Canadian permanent residency?
