Does having an outstanding unpaid student loan from 2004 make me ineligible to sponsor my spouse?

No. The only thing that would possibly get you rejected as a sponsor is if you are on welfare. And even then, spouses are exempt from the minimum income requirements so you would have the opportunity to explain how you would intend to support yourself and your partner and potentially be approved.
