Outside of Canada with valid PR

My ex-mother in law landed in Canada in May,2012 and left around June,2012. She hasn't visited Canada since then, she has valid PR card. My question is that, can she come and visit Canada with her valid PR card even though she wasn't in Canada? It would really help my ex-husband to have his mom with him and I know she needs him too.

She can come but chances are she will be asked a thousand questions at airport and most probably her status will be investigated. however if there were pressing circumstances and she can claim Humanitarian and compassionate factors she may not face any issues. In any case its worth a try as whichever way immigration rules the matter will be resolved.
