Can I apply as a sponsor for my wife to come to Canada with a permanent resident visa if I am with her in Brazil on a tourist visa?

I am Canadian citizen and I want to apply to sponsor my wife in January, 2013. I am currently in Brazil with my wife on holidays and will not return to Canada till Mid March. Is it okay to apply outside Canada when you are on a tourist visa?

Thank you for your help.

That's fine, since you're a citizen, you just have to prove that you'll return to Canada (housing, job search proof, job offer proof, letters from family, that sort of thing).

that's fine. Just add a sheet and explain that you are on an extended visit in Brazil, and will return at that date - show the stamp on the passport if it says the validity, and include a copy of your plane ticket for return if you have it. It's advisable to still show that your ties in Canada are strong - if you're renting a place in Canada, include that information, if you're going back to work, then include a letter from your employer saying that you're expected to be back by that date etc....
it's best that CIC has no doubt that you will return to Canada - like this, your sponsorship approval will be faster.
Good luck,
