I got married in Jan 2022 in India and I am yet to move back to Canada. I have amassed all the documents needed to submit my wife's outbound spousal visa application
I have read that I need to be in Canada to submit her application since I am a PR and not a citizen.

I have a wedding coming up in my family (younger sister) in May 2022 for which I will have to be in India. The reason I will have to travel back to Canada and then return is the submission of her spousal visa application

I have the following questions regarding this scenario:

1) Is there ANY way I can apply for her spousal visa while still in India so that I can extend my stay here in India and head back to Canada once the wedding is done? (I will be able to submit proofs of my sister's wedding in addition to my wedding so that it doesn't seem an ingenuine case)
2) Assuming the answer for (1) is NO, how long is it advisable for me to stay out of Canada while the application is still in flight? I was planning a 3-week trip for my sister's wedding. Is it too long? Is it possible to submit a form to make them aware of my situation beforehand so that there are no issues in the spousal visa application? I will be able to submit the wedding invitation and wedding details along with my return ticket in the form.

1) No. There is no way you can apply while still in India. You must wait until you have returned to Canada before you can submit the application to sponsor your spouse. It's mandatory for a PR to be in Canada to qualify to submit the application.
2) Being away for 3 weeks is fine.
