Outland Sponsorship - Biometrics at SCO

Hi, i'm italian. Since i will be visiting my canadian spouse i was wondering if i can submit the biometrics to a SCO in Canada(for instance in Toronto) rather than at a VAC outside of Canada? I was noticing that maybe the law has changed by looking at this:
You can go to one of these official locations to give your biometrics:

• visa application centres (VACs) worldwide
• application support centers (ASCs) in the United States and its territories
• as of December 3, 2019, at designated Service Canada offices (SCOs)

You can do biometrics anywhere in the world that the service is available.

you mean.. i can do my biometrics here in Canada for outland sponsorship since im currently visiting my husband. I dont have to go to Buffalo to do it? because, before you have to go to VACS to do biometrics for outland sponsorship.
