Outland PR while Visiting

Hey all I'm American and my wife is obviously Canadian, to put her mind at ease I need a few questions answered concerning our application. If you can't answer all of them please just put the answer to the question you can answer. I will be asking questions based on the forum and then the number on the forum for example question number 3. on the general application for Canada:

General Application For Canada Forum Questions

Application Details:

3) How many family members, including you, are in this application? I put "1" because from what I understand I'm the only one being sponsored by my wife, ergo only one family member. She however seems to think she needs to be listed as a dependent. Any clarification would be great, the instructions they point to weren't much help.

Personal Details:

3) UCI? I'm not sure if this is a number I'm giving later on or a number I currently have. Either way if someone could explain what I'm supposed to put here that'd be great.

10) Current country of residence? Below is what I currently have and what my wife and I are most nervous about:

Country: Canada
Status: Visitor
From: 2012/06/20
To: 2013/12/20

Now to explain, I applied for Extended Stay on November 3rd, it's currently still processing and should be done sometime early February and extend my stay until December 20th. Is what I have fine or should I switch it to:

Country: USA
Status: Citizen
From: Blah
To: (Not sure what date should be put here)

Because while that's technically true, I'm not actually living in the states right now. I'm with my wife in Canada. So I guess how have all of you gotten around this little hiccup in the application? If this needs to be clarified just ask, haven't had lunch yet so I'm a little foggy.

Passport:

In this section it asks me for a Passport number, which I have, and a National Identity Document which I'm unsure what to use. Right now I have my drivers license number, but is there something specific they're looking for?


Sponsored Spouse/Partner Questionnaire

Living Arrangements and Financial Support:

27) Have your sponsor and you lived together? Technically yes, but since I'm filling out of country will this cause confusion? And for the periods of cohabitation, where it asks for the dates, should I put From: Blah To: (Current Date)?

28) Are you currently living with your sponsor? Again, technically yes, but I don't want to say I'm living with her but then say I'm visiting on the General Application. I'd hate to have the application returned because they think we're lying.


Schedule A: Background Declaration

12. Address? Currently I have my past addresses from my time of my 18th birthday until June 20th when I came to Canada. Should I put my current address with my wife in Canada or will this again add confusion since I'm technically not living here.

If you can't tell my wife is very worried that because I'm applying for outland but currently inland it will cause problems. So if there is a main focus of our questions it's mostly how do we convey to immigration that I'm not living in Canada, but I am living with my wife in Canada, because right now it feels like a catch-22.

We're hoping to triple check this weekend and send it off within the next week. Thank you all for the help and again, if you can answer one question but not another just point to what question you're answering. Thank you!

'One' is right.

Many people on this forum have applied outland while actually staying in Canada as a visitor. Some have put there permanent address in the foreign country as the address they are living at; others have used their Canadian address, even though they were just here as visitors. Neither group appeared to have any problems. Include an explanation of your living situation no matter which you choose. I personally would use my Canadian address, especially with a common-law application. Even with a married applicant, proof you are living together is good evidence your relationship is genuine.
Even if you put your address as your address in the USA, I would still state you are living with your wife on the other questions. Just attach an explanation, such as the one you gave here.

Could you by chance tell me what the UCI number area is for and how to get one?

Leave it blank or put 000000 in it. It's what you will get after you get stage one approval :)

just passport number, some countries have ID cards as well, some don't, so leave it blank if you don't have an ID card

It serves as proof that your relationship is genuine. Just put yes, and put to the date that you are filling out the form ( it won't let you probably put present as it won't validate with a date), so just put today's date, and add an explanation that you are staying in Canada on a tourist visa while waiting for your PR to come through

28) Are you currently living with your sponsor? Again, technically yes, but I don't want to say I'm living with her but then say I'm visiting on the General Application. I'd hate to have the application returned because they think we're lying. it's a very common situation to wait for the PR in Canada while filing outland, so just explain your situation and you'll be fine

So if there is a main focus of our questions it's mostly how do we convey to immigration that I'm not living in Canada, but I am living with my wife in Canada, because right now it feels like a catch-22. you can reassure your wife, it's completely legal, so there is nothing to hide and/or to worry about.... plenty of people have done it, and with success. CIC clearly states on the website (can't find it now with the new format but it was there when I applied) that for people in Canada from visa-exempt country, outland is also an option and a faster one for most cases.
