I agree with CDNPR2014 here. My wife did the same thing, stress about the CBSA. Every time she sought entry she would stress about it -- more than flying. Even when it came to her mother's visit (she doesn't speak english well). Her mom made the CBSA laugh and they waved her through.

Try not to stress about it or overthink it. Just tell them the truth.
 
CBSA sounds brutal. We will be travelling together, I think that should ease them a bit, also due to prices we will be travelling December 30.

Would border patrol or the government consider it "cheating" if we apply for inland with her only being a visitor to Canada?

I think I am over stressing, I really appreciate all the replies, it means a lot.

Nah they are fine. Relax. They are just looking out for everyone's best interest. She is seeking entry as a visitor only. What's wrong with that? She is a tourist!

My wife was on her visitor visa when we applied. If you include the OWP with the PR application, then she has an implied status. Meaning she can remain and wait until they "decide" -- which is always positive.
