My husband is a Canadian citizen, we've been married for many years, have 2 kids, and live in New York. We want to move to Ottawa in October. I am just not sure which application to pick OUT or IN-land? We are moving to Ottawa without jobs and staying with his parents until we get work. So, I would like to be able to look for work as soon as possible, so the burden doesn't rest solely on him. Would it be faster to apply inland for the work permit or outland?

Defiantly, In-Land.
Yes the whole Permanent Residency application takes longer to process overall however after the 1st stage (6 Months) of the In-Land process you will also receive a Open Work Permit.

6 months is an estimate though, some people get transferred to local offices before stage 1 approval and then the wait times are astronomical. I believe that thought the site still says 6 months, it's more like 9 months at the moment.
You could get the paperwork and apply outland now. You could only apply inland once you are actually in Canada. I would guess it would be faster outland since you'll have a headstart, although I don't know how much impact the strike will have.
If you are moving to Ontario, you can only get health insurance once you have the COPR, or some say after you have stage 1 inland approval. Then it's the standard 3 month wait.
Edit: You can also check if you qualify under NAFTA. You may be able to get a work permit much easier and quicker that way.

a member from october 2012 inland got DM for stage 2 today so it is pretty fast for some!
P.S. But ur best bet would be to apply inland if you want work permit faster!

You are not moving to Canada until October, so the earliest you can apply inland is October. If you apply outland, you could send in the application right now (or as soon as everything is ready). In which case you would probably get the work permit inland at about the same time you`d get the PR (and thus the right to work) outland.
