Outland - changing processing offices mid way?

Hi,

I wonder about the following scenario:

1) Apply outland (Europe)
2) Get student visa in Canada
3) Can now the office be changed to another ? If not to a Canadian one but to native country?

The short answer is no - you won't be able to change visa offices. Whatever visa office you select at the start is the office that will handle your application from start to end. If you only have temporary residency in a country and will be leaving soon, you may wish to pick your native country. If an interview is required, it will be held in the country you originally selected as your processing location.
