Outland application help..

Hello everyone,i would like to find out how possible it is to apply outland to a country that has quick process times.Lets say im from africa,would i be able to send my application to Brazil because they have quicker process times?I'm getting married to a canadian citizen and we would like to get our application processed faster..Thanks in advance

You can not pick your visa processing office for exactly this reason, it will generally go to your home country or another office at the discretion of CIC.
