Outland application & applicant inside Canada

This question is for a friend:I know we can apply Outland with applicant being inside Canada.

The question is if she receives an interview request, will she have to travel to her own country to attend?

She'd be required to travel to her own country for an interview and she is also required to travel outside of Canada when she receives biometrics request because they can not be completed inside Canada.
