OUTLAND applicant, can my husband get a work permit to come to Canada?

I understand that if you apply INLAND you can submit an OWP to work and continue to stay in Canada. My husband and I applied OUTLAND because he's (obviously) not in Canada. But with the wait times increasing and becoming more anxious, I've been looking into work permits but I'm really confused on how it works.

Can anyone shed some quick insight on it all? Is it even possible for my husband to come to Canada to work while our OUTLAND application is being processed?

He has a few options:

1. Find an employer that is willing to go through the LMIA process to hire him, which is not easy to find because of the cost and red tape involved.

2. See if his trade/industry would allow him to work in Canada under the NAFTA agreement.

3. Work remotely (online) for a company or individual that is NOT in Canada and NOT be remunerated from within Canada.
