Which is faster processing office? Ottawa or offices in GTA?

Definitely offices in GTA. Ottawa is as slow as a snail unfortunately though this will likely change in the upcoming months.

What do you mean? I sincerely doubt it... Toronto's avg could be between 6-9 mths; while ottawa's could be 1 year+.

This is the thinking - Toronto strategy will be 2 fold ( catch up on new applns and clear backlog) while ottawa will be catch up on backlog fast enough to free up time for new applns. That's because the new applns Might not be at such a fast rate. Both will yield results - while first strategy shows results right away; the second is a gradual catch up.

I think GTA office is faster than Ottawa , from comparing my experience in Ottawa and my friends in Toronto
Here is my time line in Ottawa:
I applied on December,2013
Test date,: July, 23rd 2014
Oath date: 11December,2014
