Order in which to submit forms for Quebec sponsorship

Hi!

I'm planning on sponsoring my wife for Quebec using an outland application. I'm a little uncertain as to how to submit all the documents. It seems as though I'm to first submit our sponsorship application to CIC. If we're approved for the first stage, we then submit our undertaking for Quebec along with a CSQ application for my wife. However, on the Generic Application Form for Canada (IMM0008), it asks if we have already received the CSQ, and if we haven't, on which date did we apply for it. Does this imply that we send our Quebec undertaking/CSQ application package to Quebec BEFORE our sponsorship package to CIC? Not exactly sure in which order we're supposed send everything. Any insight would be greatly appreciated!

I was confused about this as well!
I asked other forum members and they said, as you did, that you submit to CIC and then wait for sponsorship approval and then send everything to MICC (Quebec).
But I was confused, as you are, about the forms asking when CSQ was submitted and when.

The form asks for it just because some people have already received CSQ, for example if they have been in Canada for some other reason (for example on work permit). But yes, like Ileahdoll said, first submit to CIC (sponsorship+PR) and when you receive your sponsorship approval, then in the letter they will tell you to apply for the CSQ with MICC. That question surely confuses people, you're not alone!

Yes, as others have said, you submit the full application, including the sponsor stuff AND the principal applicant/PR stuff, to CIC in Mississaugua. CIC will send you a letter instructing you to submit an undertaking to MICC for your CSQ. You cannot get the CSQ without that letter from CIC. Some CIC forms are used for more than one time of immigration application, which is why they ask about your CSQ right here at the beginning. As the others said, some other types of applicants may already have a CSQ when they start this process. But regular spousal/common-law partners with no other history with CIC don't, so you just leave it blank.

Québec makes things seem more complicated, but there's really just one little extra step (and the privilege of paying an extra $269 for the process that other applicants don't have to, haha! Bienvenue!), and it doesn't even seem to affect the overall timeline of your application. Just make sure you send a complete application (including both parts) to CIC. We let ourselves get totally confused by the Québec stuff, and we submitted only my husband's sponsorship app to CIC in the beginning, without my PR app. Needless to say, this caused delays. We originally sent it off in August, but CIC didn't have a full application packet from us until October.

The undertaking can be found here. http://www.immigration-quebec.gouv.qc.ca/en/forms/search-title/undertaking-application/index.html NO NEED to stress over it now, as you can't do anything without the letter from CIC, but if you want to familiarize yourself with the paperwork, that's probably not a bad idea. Note that while they provide an English version as a guide, you must complete and mail the French version. Also, the undertaking will be signed and returned to you. Keep that! Not that you're likely to just start throwing stuff in the shredder, haha, but I know another member on here who had a few moments of major stress because she couldn't find her undertaking when she was preparing her landing documents; my agent at the landing appointment specifically asked me for that.
