What are the ways to earn when somebody comes on visitor visa?
Of course, they can not work with an employer on visitor visa bit how about stuff like running PGs / tiffin service / tuitions etc ways of earning. Will this be legal in Canada ?

No. All illegal. Earning money in any way without a work permit is illegal and a violation of the terms of the visitor visa.

But there should be some way to earn, like under spousal sponsorship we have open work permit program

Your posts are confusing. Your original post only mentions a visitor visa. Do you have an approved open work permit already? If so, it would have been good to mention this in your original post.

One way you can work legally on a visitor visa would be to do some kind of freelance work where the clients are non Canadian.

possibly but for sure never use the word ''work' when facing the CBSA officier as even freelance will raise so many questions. Many people in this internet age unfortunately take their work on vacation but may never admit that to CBSA.

In order to obtain a work permit, the person would need to secure a full time job offer in Canada and their employer would need to obtain an approved LMIA.

Can you share any links for wat NOCs are preferred under job offer approved from LMIA.? OR it is open and no bar on noc?
And what is the application process ?

There's no list of preferred NOCs. Note that the job must be full time.

Before the employer can even apply for the LMIA, they must advertise the job for at least a month on several approved job advertising sites to prove no Canadian could be found for the role. Then the employer must pay a $1,000 application fee and submit the application for processing. Processing typically takes 2-4 months.
