Options for FSW with new 1000 App. Cap

I am a Canadian educator and am asking general questions on behalf of my foreign students. :-[

Every year, I teach Medical English in an overseas location. And my students who matched the 38 High Demand occupations (such as nurses) were able to file FSW applications without need of a job offer. Now I don't know what to tell students and friends who want to come to Canada: if there is a 20,000 global cap for FSWs and a 1000 cap for each occupation then surely the FSW is a lottery for all intents-and-purposes, right?

It seems to me now that my students either need to figure out how to get AEOs or PNP job offers for the FSW (or get a job offer and LMO for a TWP).

Is this correct?

What is your experience in the Canadian job market? Are employers interested/approachable?

I would really like to hear your opinions and feedback on this situation.
