Options for CEC rejected applications

I have read 2 cases (from a legitimate source) where CEC applications have gotten rejected on very preposterous grounds. These cases are ideal examples to show us that everything finally depends on the Visa officer.

The processing times for the CEC application states that it takes 13 months. The PGWP is only for 3 years. If for any reason an application get rejected that person doesn't have enough time to change his or her job and re-apply. As you all know, the Canadian Economic landscape has shifted. Finding jobs aren't easy anymore. Many companies have laid off so much staff that the existing staff are left with twice their work load. The newbie's are hired for the minimum wage. And for the few legitimate jobs out there have more than over qualified applicants. In such an environment some of our colleagues armed with only a bachelor's degree or a diploma's, are able to find jobs that fits their profile. And after going through all that when their applications get rejected what options do they have?

Therefore, I am left with the following questions
1. Can the PGWP be extended? and if it is so for how long?
2. Other option available for such a person?

1. I cann't show the link, but I read somewhere, PGWP cannot be extended if you already got a permit for 3 years.
2. PNP is a very good program. It depends on the province the applicant is residing/worked/studied.
For example, in ontario the applicant does not need to show any prior work experience to be eligible to apply for PNP. If his/her employer is willing to help out, s/he is good to apply as soon as possible.

Um... No, it doesn't. It says that 13 months is "how long it took to process 80 percent of all cases between January 1, 2012 and December 31, 2012." Many, if not most cases were faster, and 20% took longer. Further, processing times are historical data, not "standards;" the dates reflect processing times for applicants who applied 2010-2012. Rules have changed, processes have changed, etc. So processing times are what happened in the past, it is not a guarantee of what will happen in the future.

No, the PGWP cannot be extended. However, if your PGWP is about to expire, you have a couple of options -

1) Ask your employer to apply for an LMO. There are special rules for LMOs when the employee is currently working on a PGWP - the employer does not have to demonstrate recruitment efforts. So it is much easier to get an LMO for someone on a PGWP.

2) If you have already applied for PR in one of the economic classes and have received confirmation of eligibility (or in the case of CEC, you have received Acknowledgement of Receipt, or AOR), you can apply for a Bridging Open Work Permit.

3) There are of course occasions where VOs make errors, they are only human, and of course there may be differences among them. But if the VO makes an error, you can appeal and have the case re-opened.

4) BUT - VOs don't make the rules; they do have to implement them. If a CEC application is refused because of an error made by the applicant, the only option is to correct the error and re-apply. Better yet, make sure you are following instructions and submitting a correct application the first time.
