Options for American girlfriend coming to Canada?

My girlfriend and I have been dating for a couple of years now and maintaining a long distance relationships with occasional visits to each other. Come November she'd like to move to Canada and live here. We've been reading over the sites about immigration and they can get pretty confusing as there are so many rules, regulations and different situations for those lookig to come to Canada.

What kind of options are available for us? She has two credits remaining to obtain her highschool diploma and her SAT scores have all been sent to the local university here in Canada in preperation of moving. We are exploring a couple of options regarding schooling.

1) Seeing if she can complete her two credits via distance education from her home state
2) Seeing if her credits can be used in Ontario and flipped over to an OSSD and if need be, finish her diploma here.

Regardless of that (it's something very important to us that she get that sorted out as she intends on attending university/college here), what requirements do we need to undergo in order for her to move here?

Do we apply as family under conjugal relationship? Does she ever have access to things like OHIP etc.

We apologize for the many questions but it seems a horribly complicated process for what seems to be a very simple case (a girlfriend in the US coming to live with her boyfriend in Canada).

1. If she hasn't completed high school, she would not qualify as a skilled worker.
2. As you haven't lived together for a year you are not common/law nor are you married. Conjugal would not work as there is no impediment to marriage.
3. So she could come as a visitor, not allowed to work or attend school, not eligible for medical, could be admitted for 6 months with (maybe) a 6 months extension.
4. If she obtained her Grade 12 and was accepted to a Canadian University, she could obtain her study permit at a border point, if she had an acceptance, and proof of funds to maintain herself.
5. YOu realize the cost of a university education for a foreign student? 5 units per semester is about $14,000 per year.

So they make it pretty difficult...would an impediment to marriage be the fact that her state won't let her leave until she is 18?
