Opting-out declaration

Dear friends,

I want to know if a father who upon immigrating to Canada divorced his wife who has four children for him and disappeared with the children can now sponsor his children. The problem is that he signed a declaration that he opted-out his children from his file. He did not understand when he signed that form. The only reason he did so, was that he could not find their photos at that time. But, thinking whenever he could find the photos, he would sponsor his beloved biological children.

The father is Canadian Permanent Resident.

Because his children were not included as dependents on the application, he can never sponsor them through family class. His only option would be to try a humanitarian and compassionate application.
