I want to visit my sister in Toronto this new year, I am applying from Dubai. My documents are not ready yet. I may take three to four days.
The processing time from Dubai is 2 months .Should I apply now? I am submitting online application.

You'll just waste your money and time if you apply with incomplete documents. So apply when you have everything.

I did not get your question. Are you saying you want to submit your application with incomplete documents? Any body would say no if that is the question. If you meant different, please specify what is your question.

No. My documents are ready and I want to travel from 23rd of December 2016 till January 4th 2017. I will submit my online application till November 20th. The embassy processing time from Dubai is 2 months so if I apply now will I recieve a decision within one month to travel on the said dates?

The processing time from UAE is 43 days
