Just walk into a bank with the identification listed on the webpage below, and say that you want to open an account.

If you want to open a joint account with a spouse who isn't yet a Canadian resident, the best choices are CIBC and Royal Bank.

Even if spouse isn't PR yet as long as it is not an interest drawing account there should be no problem adding them, the interest drawing accounts require SIN or TTN for tax purposes. I have been on my husbands accounts for years at several different banks and I only landed a week ago.
