Am a single man 34 i applied for an open work permit in halifax, they approved my biometrics but not my decision letter. They stated that i dont have a spouse or common law partner, and they said they are not convidence i will leave when its time. Can single people work on an open work permit. Should i have had applied for an Lmia instead?

How are you eligible for an open work permit? Are you in Canada now wth a spouse/family? You would need a job offer, LMIA and then apply for closed work permit. No, that's incorrect. It's not because you are single. Single people can qualify for open work permits too.
You have to meet specific criteria to qualify for an open work permit. You do not meet any of that criteria and so you do not qualify for an open work permit.
You need to apply for a closed work permit. To qualify for a closed work permit, you need to secure a job offer from an employer in Canada and that employer needs to obtain an approved LMIA.
As @scylla said is correct. Being single is irrelevant. You were refused an open work permit because to be eligible for an open work permit, a spouse would be in Canada on a type of work permit. You need a LIMA wth closed work permit. You can only work for that employer and can’t have another job.

Oh one more thing can i apply for a pr after the lmia is over , or do i have to be working a full year first?

It depends on your overall profile and how you plan to apply for PR.
What is your current status in Canada and how long have you been in Canada and what is your status? Finding an employer willing to go through the LMIA process may take some time, the employer applying to try and get the LMIA and applying for a WP is a 6+ month process. Where are you from? Maybe IEC is an option.
I got my biometrics approval already my decision letter was rejected, i understand now that i cant go on an open work permit. I'm in the bahamas, i have an employer already just waiting on feed back from them about the lmia. Whats the IEC? I have to look into this. Wow lmias take that long. I waited for 5 months already lol. I pray its faster than 6 plus months
IEC program is the Working Holiday Visa program. This program is only open to people from certain countries. Unfortunately the Bahamas is not one of those countries so this is not an option for you.
Your employer needs to get an approved LMIA. Once the LMIA is approved, you can then apply for a closed work permit tied to that specific employer and job.
Ok thanks, i heard that takes 15 business days in nova scotia, i already have the biometrics so i wonder how long it would take to get a closed work permit after recieving the lmia.
