My husband live in canada. He is working as a security officer. He has one year work permit. My husband got one year work permit and now 11 months are left. So if I apply for open work permit on the base on my husband. So please tell me should I get visa or not. Before I have been refused one time on visitor visa.

No - you cannot apply for an open work permit. Your husband's job is skill level C. He would need to have a job that is skill level A, B or 0 in order for you to be able to apply for an open work permit.
