No - you can't apply for an open work permit.

You would only qualify to apply for a Bridging Open Work Permit (BOWP) if you currently held a valid work permit and that work permit expired in four months or less.

Since you are in Canada as a visitor, you don't qualify for a BOWP. You will have to wait until you are a PR before you can work.

I went to cic.gc.ca/ctc-vac/getting-started.asp

And done all tests
I wrote what i am visitor , now i am in canada

In one place i wrote - YES (see below )

Does one of the following apply to you?
I am subject of a removal order that is unenforceable
I applied for a study or work permit before entering Canada which was approved, but not issued at a port of entry; or
I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval).

After Quisteniere i got answer

Open Work Permit

You may be eligible to work in Canada with an open work permit.

I got document checklist :

Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker (IMM5710) (Opens a new window)

Proof of Medical Exam Instructions
Passport or travel document Instructions
Digital Photo

Work Permit $155

Please help. I am right or no ??
Again, no you don't qualify.

The in-Canada clause doesn't apply to you. This refers to people who have been sponsored for PR through the spousal sponsorship program (family class) using the inland process.
