An open work permit is effectively a work permit that allows you to work for any employer you want to.
People only qualify for open work permits under very specific circumstances. For example: their spouse is in Canada as a foreign student, their spouse is in Canada as a skilled foreign worker, their Canadian spouse has sponsored them for PR through the inland process and they have first stage approval, they are here on a TRP (note - a TRP is not the same thing as a TRV).
