Open Work Permit with PR Application?? Clarification needed

My husband is getting ready to send his PR inland application and I have heard some mixed information on when and where to send the Open Work Permit application, so just looking for some clarification.

Do we send the Open Work Permit in the same envelope as the PR application to Mississauga? Or does it go separately to Vegreville??

Also, some people have mentioned that you don't send it with the PR application, but after AOR is received??

And lastly I have heard when submitting a PR application, you only have to submit IMM5710 (and not the document checklist, etc.) - is this accurate?

You send it together with your inland sponsorship application.
You also had a whole thread on how to organize the application, with many people, including myself,answering and giving you clear instructions what to do. You better do your homework and re-read it instead of starting a new topic all over again.
