Open work permit with inland common law sponsorship

Hello, I was wondering if I have to submit my open work permit at the same time as my sponsorship application? According to this link https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1163&top=17
It says if the application is approved in principal I can apply online for the work permit. However I’ve seen so many cases of people submitting them at the same time.

You have to submit them at the same time.

Approval in Principle happens at the very end of a sponsorship process, typically about a month before the person becomes PR. So a work permit for only a month is not worth it.
