OPEN WORK PERMIT VISA FOR SPOUSE WITH REFUGEE CLAIM HISTORY.

hi there,
currently my partner is on work permit in canada thru employer job offer (LMO-cook). can i apply for canada visa as his partner or not ?
if yes, i came in australia on student visa and unfortunately i applied for refugee VISA after my student visa expire (still in processing,but i gonna rejected).now will it affect my application for canada visa or i need to go back to my home country(india) and then apply from there. kindly advice.

Refugee claim in Australia? Probably a 99.9% chance of refusal for any visa to Canada.
