I have graduated from Master's program ( Aug 2007 - Jan 2010) from Canadian University and currently having my Post Graduate work permit till March 2013. At present, I am working for 37 hours/week (2 part-time jobs- NOC). I want to bring my wife on open work permit. My wife's TRV was refused twice (Jan 2009 & June 2009) last year when I was doing my Master's program in Canada. The reasons stated for the refusal were same for both times.
1. Travel history,
2. No proof to return back - (Though, I kept affidavit stating that she needs to look after her Father's CA concern)
3. Financial status (I showed $ 8,000 bank balance from my side and Rs.2,00,000 from her side)

I am confused what to do next. Please advise me whether these part time jobs can help me to bring her on open work permit.

You can apply for her TRV and open work permit again but if she keeps getting denied for a TRV, it's not looking very good for you. You would have to find some new angle to prove how you and your wife would return to your country in 2013.

If it doesn't work out with the open work permit, once you have your one year of work experience, you should be able to apply for your PR under CEC and at that point you can include your wife in your PR application. CEC is very fast, average about 5 months last time I checked.
