Unless you have someone in Canada on a work permit in certain types of jobs or a student, you most likely cannot.
Unfortunately, Canada doesn't just hand out work permits to temporary visitors just because they need to get Canadian work experience. Look at other options, like IEC if you come from the countries that can apply.
You also cannot just simply apply for PR. You have to either qualify through a program like EE or FSW or be married to a Canadian. If you qualify under one of those programs, you can apply, but the processes take many months to a year - or more.
A TRV is for tourism. Short business trips. It is not a bridge into residency in Canada - in fact, it's designed to not allow that.
