Open Work permit Question

Hi there ... I am just looking at this open work permit application and I am not sure about certain parts. My wife currently has a work permit, but will expire in January. We are about to send her PR application. Should we be sending the work permit renewal at the same time?

Also, we are wondering about the IMM 5802 (Offer of Employment to a Foreign National Exempt). What is that? And what does she need to do in order to get this?

From what ive heard; if you apply for PR before your work permit expires, there is no issue. But do confirm this with someone and how to go about it.
