Open Work Permit from outside Canada for spouse of International Student

Hello Guys,


I wanted to ask if someone ever had a situation like this. Is it possible to apply for spouse open work permit from outside Canada while i am on a study permit?
I cannot find any reference to the fact that i can apply from outside, most of the information say i can apply only from inside.

Please i would really like if someone shares his experience.
