Open work permit for temporary visa holder

Hi,
I'm a temporary visa holder.My husband is a work permit holder nd we currently got his work permite extended till 2021.
Will i be eligible to get my open work permite through flagpoling ?.If so which would be the best border.Kindly suggest.
