open work permit for spouse outside canada

Hello Every one,

I am a permanent resident of Canada (PR got approved in Jun 2016) currently residing in united states for past 2 years and now I am planning to relocate to Canada permanently with my spouse who is staying in USA for past 5 years.
Any thoughts if is she eligible to apply for open work permit before we relocate to Canada?
NOTE : she has Canada visitor visa for next 5 years and traveled twice to Canada in this year.

No - she is not eligible to apply for a work permit from outside of Canada.

To qualify for a work permit, you would both have to be in Canada, you would have to apply to sponsor her for PR using the inland method and include an OWP application with that package. The OWP will be approved around 4 months after the entire application package is sent.
