open work permit for spause

Hi there,
i have applied open work permit on June 2016 for my husband when i was living in Canada as an international student and on September 2016 my husband got refusal. After that i applied again for my husband visa but as a visitor on December 2016 and unfortunately, my husband got refusal again on January 2017. Currently, i am working full time permanent job as an Administrative officers which comes in NOC category B. I want to apply for my husband again for an open work permit it almost about 2 years of our marriage.

You should not have applied for visitor visa at that time as it was already clear to them that he wont leave. Anyways, I think your best bet will be to wait till you get your express entry ready, That way he will face less scrutiny and get permanent residence along with you.

We talked to the immigration agent few days ago, he was saying he will get visa but i am not sure.

what was the reason he got denied at first?

They gave the following reason:
You have not satisfied me that you would leave Canada by the end of the period authorized for your stay. In reaching this decision, I considered several factors, including:
