Open Work Permit for my Spouse

Hi there,

I plan to study Master Degree in Fall 2014 in Toronto. Currently, I am awaiting the approval for Student Permit.

My question is, when shall I apply Open Work Permit visa for my wife?

1. Shall I apply once my visa is approve; but not yet arrived in Canada? or

2. Shall we apply only when we are in Toronto?

3. How long does it take for Open Work Permit's approval?
