Open Work Permit for my Spouse

Hi all,

I am Study Permit holder, and want to apply Open Work Permit for my Spouse.

Currently, we are in Singapore and gonna move to Canada in coming Sept. For that, I wanna know -

1. How long Open Work Permit application usually take?

2. Can I apply Open Work Permit now, though we are not in Canada yet?
