Open Work Permit for International Student Spouse - Query

Hello everyone,
I had a doubt regarding Open Work Permit and I will be greatful if anyone can help me.

Here is my situation.
I am currently in Canada on six month Visitor Visa (TRV). My wife is here on her Student Visa. She is doing a 10 month course in culinary in a designated institute in Ottawa. Its a vocational course.

I wish to do temporary work and provide for us while my wife is doing her studies.
I know I will need to apply for a work permit in order to do so.
Now my query is that,

-- Can I apply for an Open Work Permit on the basis of being a spouse of a full time foreign student?
-- If Yes, can I apply while I am in Canada? Or it must be done from my home country, which is India.

According to CIC website, I am allowed to do both. But I know that whatever is written on the site is more like a general guideline. There might be some complications that I am not aware of.
So please guide me. I really need to work as the living expenses are quite high.

I'm kind of in the same situation. I'm here with a PGWP right now, and my wife is studying english. After this she is going to college and I want to apply for work permit as accompanying spouse. But nobody has been able to answer me that yet. (If is possible or not)

you can apply for an open permit

you have to apply out side canada not inside
